Check Engine light - no codes!?

Hi guys, I have a Shogun Pinin 2L 4G94 GDI automatic with a constant CEL, only there are no reported codes.

As background info, it has has a new front downpipe, catalytic converter, plugs, oil change and air filter.
Idle was relearned following a battery disconnect, though it did take a few attempts for it to not die when switching from open to closed loop.
Front O2 sensor was changed last year.  Graphing the O2 sensors, the front modulated its voltage and looks about right, the rear voltage does seem to track the front until rpm rises then its climbs into the 0.6-1v range (though I'm not ruling it out as being off spec despite OBD2 emissions test results for Oxygen Sensor and Oxygen Sensor Heater saying passed.

In case it is a Group 00 code I jumpered pin 1 of the OBD2 connector to ground - ABS flashed about 0.5Hz rate,  Neutral indicator 0.5Hz, CEL was constantly lit.

Any ideas?

Short circuit somewhere in the ECU or CEL related wiring.

Unless I'm very much mistaken, the CEL should be off when there are no codes and should flash when the diagnostic terminal is grounded in the same fashion as the neutral & ABS lights do.
