By the way , my hooter stopped working recently and its not the horns itself. any ideas
check the fuses etc BUT commonly can be the airbag clock spring (if you have a drivers airbag)
if no airbag check the steering wheel wiring especially earth from button

Not sure but that seems a bit much and expensive. I have a spare steering wheel, I will have a look where are the connection to the horn.

Sorry late follow up....
Not being good for doing a schematic, here are some pictures that should help built one. The plate are 6 mm thick, the square tube is 65 mm with 6 mm wall. This tow bar is made by/for Mitsubishi and have a part number on it. I have seen 3 different design for the 5 doors io, this one looks to be the stronger. I have seen on that the square tube is only a "V" shape. (I could take some pics on the car if you want) The 3 door io is a lot lighter built. This is mostly to say that if you build it, it doesn't have to be 100 % the same, or as strong as this one.
This tow bar is going to be fitted on the car on Monday after work, on the black io I fixed and sold...so if you have some question...ask now !
The hole do match to hole on your chassis, I mean you don't have to drill anything in your chassis

I now have a better idea of how to approach it.
Another advantage of having a tow bar is "rear end protection" - a couple of weeks back, I had my Grand Vitara rear-ended is a three vehicle accident - a loaded Mitsubishi Canter truck rear-ended a Toyota Premio pushing it under the rear end of my GV - and on the GV, that is where the fuel tank sits - fortunately, from the factory, the GV has a fairly substantial fuel tank guard, which, although it did sustain some damage, prevented the tank from being hit - a tow bar would have worked also.

On the left you can use the tow hook bolt and nuts. On the right side you can fit a bolt through the chassis but you might be better off to put crush tube to not bent the chassis.
This tow bar have the fixation plate on the outside of the chassis rail, I will try to take some pic of another tow bar model where the fixation plate are on the other side.

Before you replace the steering, you could try to test it first
To remove it it does have an 8mm allen key on it's side. Once out you will find 2 plugs, a yellow one for the air bag, the other (single black wire) for the horn, it is the earth cable. Test the continuity between the black wire and the metal frame, once you press the horn, continuity should be there, if not this is your problem.
The allen key location, of course your steering wheel will be on the car....:)
Continuity test
If the continuity is not present when you press the horn, you may have to try to dismantle the rest. At that stage, I haven't.....maybe Bob have done it ?
It might be a good idea to disconnect the battery, drain any power left in the car (turn the light on....) before removing the steering wheel to make sure the airbag doesn't go off.

As mentionned above here are some pictures of a different design of towbar for the 4 doors io. To me it looks to be lighter but I am no expert ! Probably easier to built...
PS the white shock are the heavy duty Gabriel fitted with the Mazda spring. The car had the kingspring but these were loose in full drop. That set up was too firm for my liking on my 2 doors io but ok here, the rear is further away from the driver seat !! and the car is heavier too.
