Radiator fan runs slow

Hi guys, I own a 1.8 Pajero IO GDI. I just replaced new radiator but the fan is running slow.
When I unplug the fan automatic switch, it runs as speed as when the air conditioning on.
I suspect the fan auto switch, but it could be something else. Any suggestion?

What makes you think that's not normal?

As far as I know, it is a "variable" speed fan - the fan controller (the silver box next to the fan) will set the speed as required.  I've never seen mine run unless the a/c is on (and I've never had an "overheat" problem).

I was just wondering maybe

I was just wondering maybe this was the main cause to the leaking on top of my old radiator. However the temperature always normal even before I change the radiator. I am just preventing another leaking in the future.
