Air not blowing very well

The fan/air blower in my '99 iO (5 door, Australia) does not blow very strongly. It does blow air through the front vents and does increase a bit when putting the speed up (from 1 to 4 etc.)  but not a lot of extra air. I know it's not as much as it should be as I've been in another iO which blows much stronger on 4 than mine. Does anyone have any suggestions? I'm guessing either a blockage or a misaligned ducting or possibly the blower itself but not sure where to start to diagnose it.

I fixed it over the weekend.

I fixed it over the weekend. The section between the fan and the air-conditioner was blocked with shredded plastic bags and other junk (in the second photo). The section is held on by 3 plastic pin type clips on the fan side and two screws on the top of the air-con (centre console) side with two metal clips underneath (which can be pryed off with a screwdriver). You'll have to remove the glovebox first as well. All the plastic and other junk was caught in the section shown in the first photo against the heat exchanger for the air-con.
