Agree with Fordem, I will add that regular checking (behind the dust cover) is advisable, and not only when replacing the shoes. Finding brake fluid behind the dust cover before the fluid goes on the shoes will save you some money. Regular brake fluid replacement is important, I recently read on the net that the older the brake fluid the more it become acidic and eat away the seals resulting in leakage.
This said, some mechanical shop always quote and advise to replace the wheel cylinder when replacing the brake shoes. This is done because it can hard to explain to a customer that more work could be needed while the brakes have been worked on a short time ago. Not replacing the wheel cylinder will save the customer money but there is a risk of having the old cylinder leaking a short time after their work. By replacing the all lot they are 100% sure that no problem will happen and keep the customer happy.

Like any other drum braked vehicles, the shoes are separate from the wheel cylinder, they only need to be replaced if they are defective - when replacing the shoes, pull back the dust covers, check for brake fluid behind them, if there is none and no sign of rust, there is no need to change them
