Engine not starting (No power getting into injectors)

Dear members, I'm using IO-4G93 LC15 1.830 1999 engine.It faces diffulties to start. I called a technician to check the problem and as an intervention he open the Engine, replaced tired Engine's segments as well the valve's gaskets. Also cleaned all injectors. After all this work, the engine does not start.It attempts to start, but with no success. After this, they found out that no power gets into the injector/gets too low.

We made a scan and found two errors below:

P0120: "Circuit breaker circuit A switch / throttle pedal
-Enter signal too high
-Permanent"

P1217: "-Flux of coolant through the radiator low
-Intermittent"

WHAT ARE THE RECOMMENDATIONS BASED ON YOUR KNOWLEDGE AND EXPERIENCE?

Is this a GDI engine or MPI?

What scan tool did you use to get those error codes, and since none of the codes mention injector power - how did you determine there was no power to the injector, and what do you mean "gets too low" - if there is no power, what it is too low?
